REGULATIONS

for the XIII International RSSU Chess Cup «Мoscow Open-2017»

International RSSU Chess Cup «Moscow Open-2017» (hereinafter the Cup) is held in Moscow from January 26 to February 6 in 2017.

Arrival dates for participants are January 26th for children and university student tournaments and January 27th for main tournaments. Departure dates are February 5th for participants of children and university student tournaments and February 6th for participants of main tournaments. The place of venue is Russian State Social University (RSSU), ul. Vilgelma Pika, d. 4, Metro station "Botanichesky Sad".

The Cup hosts are Russian State Social University (RSSU, www.rgsu.net), a non-profit organization Moscow Chess Federation (MCF, www.moscowchess.org), the Management of Sport and Entertainment Activities of Moscow Department for Physical Culture and Sport (www. mossport.ru) with the support of the Russian Chess Federation (www.russiachess.org), and World Chess Federation (www.fide.com).

The Cup comprises eight separate tournaments:

Additional RSSU Blitz Chess tournaments:

• Youth Cup (2002 d.o.b. and earlier)

• Adults Cup

FIDE workshops for coaches, arbiters, and school teachers will run during the Cup.

The general prize pool of the Cup comes to 4.500 million rubles.

RSSU School Winner Cup - H Tournament
The tournament prize consists of  450 000 RUB value grants aimed to help the winners to participate in the World School Chess Championship in Romania(Iasi, April 21-30, 2017).

The tournament is open for schoolchildren. Age groups (boys and girls separately) are under 9 years old (born 2008 and younger), under 11 y. o. (born 2006-2007), under 13 y. o.  (born 2004-2005), and under 15 y. o. (born 2002-2003).

The prize distribution and awarding system

In the case of equality of points, the prizes cannot be divided, and any participant can receive only the highest award. The primary prize is the priority. The place to be defined by the following additional indicators:

- Buchholz system;
- Median-Buchholz system (excluding one worst result);
- The result of a head-to-head meeting;
- “Performance” rating system.

The participant must score at least 50% of points to receive the prize.

Prizes are subject to taxation in accordance with the legislation of the Russian Federation (The income tax for Russian citizens is 13% and 30% for foreign citizens).
Upon receiving the prize, foreign nationals represent a copy of the passport.

In the absence of the winner at the closing award ceremony or in the case of dress code violation awards cannot be given and cannot be sent.

The competitions order

The Cup is held according to the rules of FIDE including chess rules with a use of a computer chess pairing program Swiss-Manager. The behavior of the participants is regulated by the actual statement "On sanctions in sport of chess" and by the actual statement on the inter-regional and all-Russian official sports competitions in chess. All tournaments are organized under the Swiss system with 9 rounds.

Tournaments A and B are played by the classical system (one round per day) with time control: 90 minutes for 40 moves plus 30 minutes with additional of 30 seconds per move starting from the first.
Tournament C, D, E, F, H are played by system scheme (one round per day) with time control: 90 minutes plus 30 seconds per each move starting from the first.
F and H tournaments regularly start at 10:30 while on the first day they start at 11:00. А, В, С, D, E tournaments regularly start at 16:00 while on the last day they start at 11:00.
The tournament G is played with controlled 20 minutes per round with the addition of 10 seconds per move starting from the first.

Blitz tournaments are played with controlled 3 minutes per round with the addition of 2 seconds per move starting from the first.

The defeat is put for being late for a tour for more than 30 minutes; the opponent receives "+ (plus)", and participant being late receives "- (minus)".

According to the Federal Law "On Physical Culture and Sport in the Russian Federation" dated December 4, 2007, № 329-FL, gambling, betting, and laying a wager are forbidden. Cheating control is maintained with FIDE Anti-cheating regulations for events with a standard protection level.

Appeals Committee

The Appeals Committee consists of three main and two substitute members. Each protest (appeal) must be forwarded to the chairman of the Appeals Committee within one hour after the end of the tour. Protests against the results of the computer chess pairing are not accepted. Each participant submitting the protest must pay a deposit of three thousand rubles. Appeals Committee returns the deposit if the protest is solved. The decision of the Appeals Committee is final.

The Tournament Director

Tournament Director is appointed by the organizers of the Cup and is responsible for the preparation and holding of the competition at a high level. The tournament director has the right to prohibit or exclude  from the competition the participants who violated the Statement of competition or moral and ethical norms.

The terms of participation

The costs of the Cup participation(travel, meals , accommodation, entry fee) are paid by business trip organizers or by participants themselves. Participants invited by the organizers of the Cup are accepted free of charge (hotel and meals are provided).

Entry fee for D, E, F, G, and blits tournaments is 1000 rubles, H tournament’s fee is 2500 rubles per participant.

 Discounts

In tournaments A, B and C discount of 500 rubles is available for  juniors (born in 1999 and younger).
Men and women born in 1947 and older are allowed in tournament D and E without a fee.

 Additional Program

A workshop for coaches is held by Kislov Mikhail, International Master.
FIDE workshop for arbiters is held by Alexander Tkachev, FIDE lecturer and International Arbiter.
The on-line commentary is held by Alexander Kalinin, International Grandmaster.
Chess in Schools workshop is held by Alexander Kostyev, the president of the International School Chess Union.
Participants of the FIDE seminars are issued certificates in accordance with the regulations of FIDE. The information is published on the FIDE website.
Participation fee for one seminar is 4000 rubles.
Applications for participation in the additional program are accepted by mail: iscu@mail.ru with a copy to moschess@mail.ru.

To participate in the Cup you must:

1) Fill out the registration form on the website of the Cup (www.open.moscowchess.org).
2) Pay the tournament fee through non-cash transaction before January 15, 2017.

The registration for the Cup ends January 15, 2016. The Organizing Committee reserves the right to refuse the registration after January 15, 2017. Participants, who as an exception registered after the due date, have to pay a 1000 rubles higher tournament fee. Cup fees are not refundable.

The registration considered complete when the registration fee get transferred to the Moscow Chess Federation bank account. Only participants who got accredited in time meaning children and students by 19:00 on January 28 and adults by 19:00 on January 29 are included in the random computer chess pairing  for the first round. Participants who did not receive accreditation in time or by some reason were excluded from the primary  pairing can be included in the additional pairing with a special permission from the main judge.

The accreditation card is a pass to the territory of Russian State Social University.

Payments are accepted by the current FIDE rating on the payment date.

Tournament payments have to be transferred to the Moscow Chess Federation bank account.

The purpose of payment: A special-purpose contribution for the activities specified in the articles of association (МО2017 – tournament abbreviation)».
It is required to enter your name and the tournament abbreviation into the transaction slip. “Tournament A” or “tournament H -M9” are examples.
Foreign participants pay an entry fee in rubles on January 26-27, 2017 in RSSU according to a rating for January 1, 2017.

Visa support

Visa support is provided to all foreign chess players who applied to the Organizing Committee before December 15, 2015. Organizing Committee is not responsible for visas for the players who applied after the due date.

Accommodation

Booking fee is  equal to one-night stay price in a chosen room. The booking fee should be transferred to the Moscow Chess Federation bank account. Fee payment is not included in the payment for hotel accommodation and used by MCF for the organizing expenses. You can find detailed information on the festival website.

A number of rooms in the hotel is limited. The organizers do not guarantee hotel accommodation in the official Cup hotels in case of a big number of participants.
